
The Voss Report was published on 10 March 2026. It recognises the need for AI regulation and transparency measures to ensure respect for copyright. The Report is notably critical of the current implementation of the EU AI Act’s disclosure obligations of Gen AI providers. It calls for more detailed disclosure of all copyrighted content used in AI training and inference, and proposes the introduction of a legal presumption to assist rightsholders in proving infringement.
The Report also expressly supports voluntary licensing and calls on the European Commission to facilitate sector-specific voluntary collective licensing agreements.
